WebPart audience targeting is not appearing

I had a funny problem today. On one of the client sites we were trying
to enable audience targeting on a development server box and simply I couldn't
find the Target Audiences box. Simply it was not there. Guess what the problem
was!
Shared Service Provider was not created on the server.
Morale:
- Please do the setup steps completely and review the Setup tasks
- If the problem is very weird, look for some weird cause
- When you find the cause share it with the others
It is interesting that I couldn't find any cause for this problem by
searching the internet.
